POSITION DESCRIPTION/DUTIES for BRANCH OFFICERS
(PRESIDENT, VICE PRESIDENTS, TREASURER & SECRETARY)

SCOPE OF POSITIONS

The purpose of the Tacoma Branch of the National Association for the Advancement of Colored People shall be to improve the political, educational, social and economic status of minority groups; to eliminate racial prejudice; to keep the public aware of the adverse effects of racial discrimination; and to take lawful action to secure its elimination, consistent with the efforts of the national organization and in conformity with the articles of Incorporation of the Associations, its Constitution and By-Laws and as directed by the National Board of Directors.

The Tacoma Branch of the National Association for the Advancement of Colored People (NAACP) shall have a President/Chief Executive Officer, three (3) Vice Presidents (who shall be designated as First Vice President, Second Vice President, and Third Vice President), a Treasurer, and a Secretary.

Organizationally, the Branch President shall be the principal officer for the Branch, with the First Vice President being the Branch’s second executive officer, and the other Vice Presidents following in the order of their respective position.

The President shall operate under the direction of the Branch’s Executive Committee, and the Vice Presidents shall operate under and report to the President. The President; (a) to preside at meetings of the General Membership and the Executive Committee and to serve as chairman of the Executive Committee. (b) To appoint Chairman and members of all committees not directly elected by the General membership or the Executive Committee. (c) Between meetings of the Executive Committee and the General Membership, to exercise general executive authority on behalf of the Branch subject to ratification by the Executive Committee. (d) To countersign all requisitions prepared by the Secretary for disbursements from the Branch Treasury. (e) To perform such other functions and exercise such further duties as may be voted from time to time by the General Membership or Executive Committee. (f) To serve as an ex-officio member of all committees except the Nominating Committee, and the Election Supervisory Committee.

The duties of the Vice President shall be to perform all the duties of the President in his/her absence or disability. In the case of more than one Vice-President, the Vice Presidents shall be designed as first, second, third, etc., an shall perform their duties according to their numerical rank. Each Vice President shall accept leadership responsibilities for those specific functional areas assigned to him/her by the President and shall report to said President for day-to-day operations.

Functional areas for which a Vice President(s) may be assigned responsibility for overseeing are: Legal Redress; Political Action; Voters Registration; Membership and Recruitment; Public Relations; Health Care; Youth Work; Fund Raising; Office Support and Special Event Planning; and other activities, as circumstances warrant. (Details of these various activities are appended hereto.)

The Treasurer and Secretary shall perform duties traditionally assigned to such functions.

PREREQUISTES

PRESIDENT AND EACH VICE PRESIDENT SHALL:

It is desirable that the President and each Vice President shall have been an active member of the Branch for a minimum of one (1) year prior to being eligible to hold office and has paid the prescribed fees as a member in good stand. Demonstrated capacity to exercise the full array of the following attributes in addition to those called out in Article 1 Section 3:

  1. An understanding and endorsement of the goals and objectives of the National Office and Tacoma Branch of the NAACP, and of the applicable policies and procedures for conducting NAACP business;
  2. Ability to function in an effective, efficient, and amicable manner with persons of varying economic, educational, ethnic, religious, and political backgrounds in order to meet the needs of the Branch’s constituencies;
  3. Experience in working with various segments of the local community, as well as on boards, commissions, committees, et cetera in challenging situations in a cooperative manner, and the skill to diffuse dysfunctional situations;
  4. Capacity to formulate innovative, but functional approaches to resolutions of constitutiencies’ problems, and the ability to effectively convey those thoughts and approaches to various parties;
  5. Commitment to attend a minimum of five (5) Branch Executive Board Meetings and a minimum of eight (8) Branch General Membership Meetings per annum;
  6. Knowledge of conducting meetings employing, in general, the principles of Roberts Rules of Order and NAACP operating guidelines; and
  7. Willingness to perform other related duties, as may be assigned by the Board or President.


In addition to possessing the general qualifications set forth for the Branch’s presidential officers:

THE TREASURER SHALL:
  1. Have accounting/bookkeeping experience, and the ability to prepare comprehensive routine and special project accounting reports for the Branch’s Executive Committee, General Membership, and the National Office;
  2. Have served a minimum of a three (3) month apprenticeship with the existing Treasurer to familiarize her/himself with local Branch operations and procedure;
  3. Possess contemporary computer skill to facilitate accounting record keeping and electronic transfer of data between Branch Officers and the general membership, as may be appropriate; and
  4. Possess the capacity to be bonded to handle the full array of the Branch’s financial affairs at the expense of the Branch.
THE SECRETARY SHALL:
  1. Have secretarial experience, and the ability to prepare comprehensive routine and special project reports for the Branch’s Board officers and the National Office, as may be directed;
  2. Maintain a comprehensive computerized listing of the general membership;
  3. Prepare comprehensive Minutes for all General and Executive Membership Meetings, and maintain attendance logs;
  4. Assist various officers and committees with mailings;
  5. Assist with processing communications to and from the Branch via telephone, website, and other media; et cetera.
